I think the problem was a bad deployment, and a poorly configured job
queue was running as a ghost process. Some of the requests were going
there instead of to the proper queue. I tried running a report on the
cohort you included in your bug and it worked. I also copied some of the
users from your cohort and tried to upload it as a new cohort, and that
worked too. So please try again and let us know if you run into trouble.
I did see an error that said there was a NULL byte in a cohort file you
were trying to upload. If you still have a problem with uploading a
cohort, please send me (private message is fine) a copy of the CSV you're
using. I can troubleshoot that as it's probably a separate issue from this.
