Pine, I think file uploads create a file description page which should get counted by the Pages Created metric.  I believe others have used this on wikimetrics in this way.  It would be easy to test: make a cohort of just one person who you know uploaded some files and run that metric for that person for the timespan when they created the files.  If it works as you expect, report back.  There should be some way easy way for our community to count those uploads.
