For images you look to namespace 6 for pages created, once created, I understood them to be edits to the file rather than new pages rather. I believe others have used this on wikimetrics in this way. It would be easy to test: make a cohort of just one person who you know uploaded some files and run that metric for that person for the timespan when they created the files. If it works as you expect, report back. There should be some way easy way for our community to count those uploads.
