Oscar,
Chapter should not meet to discuss finances, I do not think this is the appropriate way to handle this. The board can meet and discuss this issue and i can even join via Skype if it is proper hours for me.
Meanwhile, I have seen the statement that Steve (or was it Oscar? ) shared, there are some things that require explanation and I think a good start would be the board point any questions to Steve in this regard here.
This mailing list is public so no one should think anything is being discussed underground.

IN the absence of our Chair and in the interest of the Chapter following the recent financial saga with Wikimedia Spain financials where they lost over 2500USD Chapters funds, I would like to propose an urgent Chapters meeting to do a quick audit of our financials in an open way
THE treasurer should get us our Statements of expenditures and accounts as we stand for half year in order to make plans for a new bank account and to plan for upcoming projects that need urgent member approvals.Please Treasure make plans to avail the same.
