Hello all,
As you may know, this year the Community Tech team at the Wikimedia
Foundation hosted a new Community Wishlist Survey. During the proposal
phase, participants could submit proposals for features and fixes they’d
like the team to work on.
Now Phase 2 begins: time to vote! We know program leaders have many wishes
for program tools that can better support the implementation of
edit-a-thons, editing workshops, photo competitions, GLAM initiatives,
education programs, conferences and many more programs that are designed
every year. You can find those wishes at the Program and Events wishes page

and vote for them! A few highlights are:
* Make finding and sharing documentation much easier
* Tool to post barnstars after large scale meetups
* Article tracking tool for Wikiprojects, edit-a-thons and other campaigns,
based on Wikidata
* Enable on-wiki lift for account creation limit at a specific IP range
* and more!
The voting phase goes from today, November 28, to December 12. Please make
sure to vote, pass this message on to your community, and encourage others
to vote, too!
After the voting phase, Community Tech plans to allocate 75% of the
wishlist work to the top 10 wishes, and 25% to proposals important to
smaller groups. This will include campaign and program organizers and GLAM
participants, among others. So, voting is important, even if you don't
think you'll get into the top 10!

Hi everyone,
The voting has started on the 2016 Community Wishlist Survey, and all
Wikimedia contributors are invited to come and vote on the projects that
WMF's Community Tech team will work on next year:

There are 267 proposals this year, on a wide range of subjects that I'm
pretty sure you have an opinion about.
You've got two weeks to vote, from now through December 12th. You can vote
for as many proposals as you like, by adding a {{support}} tag under the
proposals that you think are worthwhile.
Once the voting's over, we'll have a ranked list of projects for the
Community Tech team to work on, as well as other developers and volunteers
who want to build features and make changes that the core contributors
really want.
This is an opportunity for you to help set the agenda for a WMF product
team, so I hope everybody comes and participates!

Please see this year's Community Wishlist announcement below. This year,
"Programs and events" and "Chapters and affiliates" are special categories
that will be considered outside the top 10 wishes.
"After the voting phase, when we have the prioritized backlog, we plan to
> allocate 75% of our wishlist work to the top 10 wishes, and 25% to
> proposals important to smaller groups....So – yes, please come and post
> your proposals, even if you don't think you'll get into the top 10!" [1]
The proposal phase lasts until Nov 20th--this is the time to propose *and
refine* proposals. Check back often and collaborate with your program and
affiliate peers to craft the best proposals. So far, there are 3 Program
and events proposals and 0 Chapter and affiliate proposals.
A wish can't be voted on or selected unless it's created during this
proposal phase--if you want to see a tool, a metric, or extension, now is
the time to propose it. And please share with every program leader you
know! More people means more and stronger proposals.

The second annual Community Wishlist Survey starts today, and you're

The Community Tech team builds features and makes changes that active
Wikimedia contributors want, and the Wishlist Survey sets the team's agenda
for the year.
The Wishlist Survey starts with a two-week proposal period, when
contributors from all Wikimedia projects are invited to post, discuss and
improve propsals. After that, there's a two-week voting period, when
everyone can post support-votes on the proposals that they think are
worthwhile. We end up with a ranked list of wishes, measured by the
participants' enthusiasm for each idea.
Community Tech is responsible for addressing the top 10 wishes on the list,
as well as some top wishes from smaller groups and projects that are doing
important work, but don't have the numbers to get their proposal into the
top 10. The Wishlist is also used by volunteer developers and other teams,
who want to find projects to work on that the community really wants.
So I hope that everybody comes and participates; it's an opportunity to set
the agenda for a Wikimedia Foundation product team.
We would also ask that you help us spread the word. Please do post on your
wikis and tell others this is happening, and that if they don't feel
comfortable writing in English, proposals are welcome in any language.

== WMCON 2016: Outcome of the Learning Days! [1] ==
We hosted a two-day long pre-conference, Learning Days, on April 21st and
22nd in advance of the Wikimedia Conference in Berlin. 51 participants
representing their affiliate organizations participated in several
sessions. The priority topics selected were: a) Engaging and Retaining
Volunteer, b) Best Practice Exchanges with other Leaders, c) Designing
Wikimedia Programs and Events, and d) Measuring and Evaluating Impact.
Feedback shared by participants highlighted a number of practices
participants planned to bring back home with them; either processes to help
their local community to develop, or tools and resources to apply directly

== Wikipedia Tools for Google Spreadsheets [2] ==
Thomas Steiner of Google has created a Google Spreadsheets add-on that
helps pull out data from all Wikipedia language versions and Wikidata.
Released under anApache License, Version 2.0, this tool adds Wikipedia
custom functions for use in Google Spreadsheets like WIKIPAGEVIEWS,
WIKITRANSLATE, WIKISYNONYMS, WIKIGEOCOORDINATES. For instance, when you
type =WIKITRANSLATE ("Orange") in a Google Spreadsheet cell and press enter
it automatically returns the translated versions of the Wikipedia article
“Orange”, in all the languages the articles exist. The tool could come
handy for program leaders during outreach and other activity planning and
implementation, especially tracking pageviews of articles over time. [2]
== L&E Newsletter Learning Quarterly Issue 8 published [3] ==
The latest edition of our newsletter, Learning Quarterly (April-June) ,
went live. In this issue, we have featured GLAMing Madrid in the section “A
program in the spotlight”, a project that has led the foundation of formal
collaboration with state museums in Spain. The story for the newsletter was
written by Rubén Ojeda, Wikimedia Spain’s first Wikipedian in Residence.
The newsletter also features stories on: Global Metrics Review (an open
discussion); the Wikipedia Education Collab meeting in Stockholm. Read the
latest on how to stay connected through blogs and events, and learn about
the upcoming Inspire Campaign. If you want to feature your program in the

== Pre-Conference Learning Days at Wikimania Esino Lario [4] ==
We are organizing two new Learning Days at this year’s Wikimania in Esino
Lario. Because of restriction of space at the venue, participation is by
invitation only. We have sent a first round of invitations out Friday, May
13. If you would like to take part in Learning Day and did not get an
invite, please email Subhashish at spanigrahi(a)wikimedia.org indicating your
interest, and we’ll get back to you. There are three ways in which the
participants can get involved: a) Submitting a poster (Deadline: Sunday,
June 12), b) Presenting a lightning talk, and c) Co-presenting in a

== WMCON 2016: New pre-conference workshops! [1] ==
For the third year in a row, during the days before Wikimedia Conference,
we will host pre-conference Learning Days, in partnerships with nearly 50
affiliates from all over the world. Workshop sessions will be scheduled on
both Wednesday, April 20 and Thursday, April 21, on four priority topics
selected via the registration surveys for this year’s pre-conference are;
a) Engaging and Retaining Volunteer, b) Best Practice Exchanges with other
Leaders, c) Designing Wikimedia Programs and Events, and d) Measuring and
Evaluating Impact. A draft agenda has been put up and we would request all
the participants to keep an eye on the same for any updates. As in previous
years, Learning Day participants were invited to take part based on
expression of interest on their Wikimedia Conference application. Unlike
other years, this time the team had to select one participant per
organization due to room limitations. Following our common practice, we
will document all sessions and share back on our portal on Meta, so all
program leaders who are interested in Learning Day should add the event
page on Meta [1].
== New blogs: Education Collaborative and Hashtags on Wikipedia [2] ==
Wikimedia Education Collab members met in Stockholm this March to
brainstorm about the improvements they had implemented since last summer
and set the goals for the upcoming eighteen months. In this blog, you can
read more about the goals the Collab members reimagined to take the Collab
to the next level and their future plans. [2. a]
Hashtags have come to Wikipedia edits with this new search tool. Now,
including a hashtag in the Wikipedia edit summary will help that edit
appear on the search page alongside other similar edits. Read about The
Wikipedia Library’s #1lib1ref month-long campaign, during January this
year. On the blog, we review this large-scale campaign, and how the use of
the hashtag #1lib1ref affects Wikipedia outreach efforts around the world. [2.

== Review WMF Annual Plan proposal on this FDC round [3] ==
The community review period for this round of the Annual Plan Grants
program (APG) is underway. Five movement affiliates; Wikimedia Armenia,
Wikimédia France, Wikimedia Norge, The Centre for Internet and Society and
Wikimedia Foundation have submitted annual plans and budgets. Community
members are welcome to join the review and provide feedback on their
submitted plans, ask questions, and offer comments by April 30. Your review
will be really valuable when the Funds Dissemination Committee (FDC) meets
in May to make recommendations to WMF's Board of Trustees on how to
allocate movement funds to these affiliates in order to achieve the most
impact. Additionally, please find our newly integrated team, Program
Capacity and Learning’s, annual plan on our space on Meta. [3]
== New resource: Standard Education survey template [4] ==
Towards the end of February, we reached out to the Education Program
community to gather education surveys and standardize a typical survey that
any program leader can use. After reviewing eight education program
surveys, we drew out important data for students and educators involved in
the education programs. We are now happy to present a new resource: 3
survey templates for Educators, Educator trainings, and Students. These
surveys will help you capture data about: activity/output, learning
outcome, behavior outcome, program design, non-program personal questions,
and non-program questions on the person’s environment. If you have follow
up questions or need support implementing these surveys, please contact

We are happy to announce a new team member: Subashish Panigrahi! Subhashish
joins us as a part time communications contractor. He will be supporting
communication workflows, with a special focus on outreach for conferences.
Subhashish has been a wikipedian since 2011, and has worked for the
Wikimedia movement in India since 2012. His most recent work has been on
the Access to Knowledge program, for Center for Internet and Society (CIS),
in India, where he continues to work part time. We are excited to have him

The Community Resources team, in conjunction with the Program Capacity &
Learning team, are embarking on a retrospective and update of Global
Metrics [1], which includes a comprehensive retrospective on the benefits
and issues associated with Global Metrics and it's ecosystem (e.g.
training, resources, tools).
Participants are encouraged to provide their feedback, either publicly on
the project talk page, or privately via survey. We look forward to hearing
the different views on successes and challenges of these metrics as we work
to develop efforts to understand movement impact [1].
== New Global Metrics Magic Button [2] ==
The Program Capacity and Learning team and the Analytics team at WMF have
been working on making calculating Global Metrics easier. We’ve created a
Global Metrics Magic Button* [2] that calculates four Global Metrics (newly
registered editors, active editors, bytes added and removed, and articles
created or improved.) Using this button, it should take only a minute or
two to calculate these Global Metrics for a program.
== Join the Historic Data Campaign for Education Programs! [3] ==
We are collecting historical data from all education programs to update our
narrative and to better communicate our contributions to the Wikimedia
Movement and the world. This campaign seeks to include each and every
country that has participated in the Wikipedia Education Program. We are
still waiting to hear from 50 programs. Join the campaign! Visit the
campaign page on Outreach [3] to learn more. You can also follow the
phabricator task to track the campaign’s progress [3].
== Help The Wikipedia Library reflect on #1lib1ref [4] ==
The Wikipedia Library Team ran a social media campaign from 15-23 January
2016, asking the libraries world to “Imagine a World where Every Librarian
Added One More Reference to Wikipedia.” This campaign engaged librarians
all over the world in a conversation about how librarianship can benefit
and help the global audience of Wikipedia. By providing the libraries
community targeted messaging with clear calls to actions to make a small
edit to Wikipedia, adding a reference, we created a global campaign under
the hashtag that continues to spread -- and be a reference point for future
outreach to library communities.
We have documented both the outcomes of the campaign and the experiments
that we ran as part of the campaign [4]. We are looking for feedback on
what we learned, please join the conversations.

Three Community Engagement teams at Wikimedia Foundation have merged
together to combine forces in supporting program and community leaders
across the movement: The Wikipedia Library, Education Program, and Learning
& Evaluation are now united as the Program Capacity & Learning team. In
this coming year, we look forward to our shared learning and support to
leaders like you.
Importantly, we could use some help in defining what that year looks like!
Between now and February 19th, we are asking for your input in prioritizing
support to program leaders and affiliates through our newly integrated
Program Capacity and Learning Team. Our new team, in addition to supporting
education programs, libraries, and learning and evaluation, will also
support GLAM and Affiliate Partnerships. We have been consulting with
different program and community leaders and have developed a few ideas for
which we would like your input. Please share your views on our criteria
for resources as well as concepts for support. Your input will help guide
our 2016-2017 Annual Plan submission. We will host office hours on IRC
on Tuesday,

With the help of volunteers, the Wikimania program team is seeking feedback

of gathering feedback for Education tracks through a survey [3]; and Shani
Evenstein is collecting feedback on GLAM tracks, through a survey and a
google doc [3]. Contribute your thoughts and help make next Wikimania a

== Do You Have a Wikipedia Library? 12 Languages Do, and Yours Can Too! [4]

Since the beginning of 2014 The Wikipedia Library program has grown from 3
branches to 12 [4], with a dozen more in the works [4]. Wikipedia Library
branches are a community hub for doing research better together, and they
are a platform to launch projects like Access Donations from scholarly
publishers or Campaigns to Engage Librarians.[4] You can set up your own
branch in 5 simple steps laid out in our Setup Guide [4]. From there you
can choose from among many different ways to grow with our Project Menu
[4]. Wikipedia Library branches are adapted to your local community and
designed to meet your needs around research, reference, access to
resources, and outreach to knowledge professionals. Join your peers from
Finnish, French, Arabic, Chinese, Farsi and tens of other new branches in
creating a network of digital library spaces for your editors. Just contact

Important updates from Learning and Evaluation:
== Wikimania 2015 Survey results and next steps [1] ==
We have completed the report for the quantitative data of Wikimania 2015
survey results! The case study, published on the Evaluation portal on Meta
[1], will give readers an overview of participation, favorite sessions,
satisfaction with the conference program, outcomes in terms of networking,
and learning, among other things. The report also shows those categories
for Wikimania 2015 Hackathon. We will be reaching out to a few key
conference stakeholders to process through the qualitative data and to
ensure the data’s use in guiding future planning. So stay tuned for part
two. [1]
== L&E at Wikimedia Conference USA: The Outcomes [2] ==
During Wikimedia Conference USA, the Learning and Evaluation team engaged
in two different sessions: Community Health Clinic and Creative Program
Design [2]. The first session offered a chance to share the findings of the
Community Health Learning Campaign, as well as deeper research on how
editors relate to one another through the analysis of their talk page [2].
The Creative Program Design Workshop was an opportunity for community
members to think creatively of the challenges they want to solve. Review

== Outcomes of sessions at Wikimedia CEE Meetup 2015 [3] ==
The Learning and Evaluation team hosted a series of workshops at the CEE
Meeting, September 10 - 13, in Tartu (Estonia) [3]. There were the
workshops co-hosted with local community leaders: Wikimedia programs
toolkits, Tools rotation, Fail Fest, and The ABCDs of Storytelling. It was
the first time we piloted workshop toolkits. Find information about how
participants related to these sessions, and how useful workshops were to
them.
== Quarterly Review Findings [4] ==
September marked the end of another quarter and all the teams completed
their quarterly reviews piloting new Key Performance Indicators (KPIs). The
L&E team introduced indicators related to resource use and engagement. As
you can review in the published report, we are now reporting performance in
terms of our portal resource pageviews, , editors, and pages created
(including the Learning Patterns Library), as well as the number of
community leaders engaging with our team. Seen in this quarter’s review,we
reached a tipping point in Learning Patterns. The number of patterns
created directly by community members has grown beyond the number of
patterns facilitated by our team. Thanks to all who have been sharing their
learning! [4]
== The new Wikimedia survey site has a name! [5] ==
After running a community vote on All our ideas, we have a winning Survey
name: Survey Support Desk! Stay tuned for more updates to come, and if

== October 9-11: L&E at Wikimedia Conference USA [1] ==
The Learning and Evaluation team will be involved in two different sessions
at Wikimedia Conference USA, to be held in Washington DC from October 9 to
October 11, 2015.
* Community Health Clinic: Researching prescription for healthy communities
(Saturday, October 10, 3:45 pm)
What are the characteristics of a healthy Wikimedia Community? What are
communities doing to promote the welcoming and retention of new editors and
contributors and support overall civility? In this session we will review
what we have learned from recent and past Wikimedia research on community
health as well as discover what other organizations are doing to support
robust online communities.
* Creative Program Design Workshop
(Sunday, October 11, 11:45 am)
In what ways might we create and improve Wikimedia outreach programs using
creative problem solving techniques? In this 75 minutes workshop you will
work with other program leaders to create and improve Wikimedia outreach
programs using a creative problem solving process. Bring back to your
community the best thinking of other program leaders for new and improved
programs, as well as a process you can use to engage your community
volunteers in creative program design.
== What I Learned: Wikipedia Education Program in Argentina [2] ==
In September, we published the first blogpost of the new blog series “What
I Learned”. In this new delivery, Wikimedia Argentina expands on a lesson
shared in the last progress report: how to build a shared foundation to
work with educators. The goal of this series is to both showcase a the work
done on a community, as well as promote reports as learning resources. We
aim at co-editing blogs with community members, and we will publish one
story a month, on the third week of every month. Read the blog, comment and

== Vote on the name for new wikimedia survey site! [3] ==
We are working to create a new site where you can find resources and direct
support from WMF staff for your surveys. This service will be available to
anyone and everyone in the Wikimedia movement. We would like your help to
choose a name that makes sense to you and that is most welcoming to anyone
in our movement:

== New video: Virtual Panel on Edit-a-thons [4] ==
If you missed the virtual panel on editathons, you can now revisit the meet
up on our Youtube channel [4]. During this panel, Greta Doçi (Albanian
Wikipedia), Nikola Kalchev (Bulgaria Wikipedia), and Iván Martínez (Spanish
Wikipedia) shared their experience running editathons. In this rich and
diverse encounter, community members that joined the conversation, were
able to ask questions first hand to program leaders. All the session was
documented on an etherpad [4], and the slides are also available now online
[4].
