passed and started implementing a new national security law applicable in
Hong Kong which prohibits a broad range of speech and grants wide-ranging
surveillance powers to authorities. We are concerned that this law may have
serious implications for protection of the privacy of users on Wikipedia
and other projects operated by the Foundation, potentially enabling
authorities to request personal user data.
After consultation and discussion, the Foundation’s Legal Department has
prepared a public statement in response to this law and the potential
threats to Wikipedia user privacy. We encourage you to review and share

The next Research Showcase will be live-streamed on Wednesday, July 15, at

Wikipedia is one of the most important online resources for health
information. This has been especially highlighted during the Covid-19
pandemic: since the beginning of the year more than 5000 articles related
to Covid-19 have been created receiving more than 400M pageviews.
Therefore, for this month’s showcase our two invited speakers will help us
get a better understanding of the state of medical knowledge in Wikipedia.
In the first talk, Denise Smith will give an overview on how Wikipedia's
health content is used by different audiences (public, students, or
practitioners). In the second talk, Giovanni Colavizza will present results
on how editors on Wikipedia find, select, and integrate scientific
information on Covid-19 into Wikipedia articles.

Wikipedia is the most frequently accessed web site for health information,
but the various ways users engage with Wikipedia’s health content has not
been thoroughly investigated or reported. This talk will summarize the
findings of a comprehensive literature review published in February. It
explores all the contexts in which Wikipedia’s health content is used that
have been reported in academic literature. The talk will focus on the
findings reported in this paper, the potential impact of this study in
health and medical librarianship, the practice of medicine, and medical or
health education.

COVID-19 research in Wikipedia

Wikipedia is one of the main sources of free knowledge on the Web. During
the first few months of the pandemic, over 4,500 new Wikipedia pages on
COVID-19 have been created and have accumulated close to 250M pageviews by
early April 2020.1 At the same time, an unprecedented amount of scientific
articles on COVID-19 and the ongoing pandemic have been published online.
Wikipedia’s contents are based on reliable sources, primarily scientific
literature. Given its public function, it is crucial for Wikipedia to rely
on representative and reliable scientific results, especially so in a time
of crisis. We assess the coverage of COVID-19-related research in Wikipedia
via citations. We find that Wikipedia editors are integrating new research
at an unprecedented fast pace. While doing so, they are able to provide a
largely representative coverage of COVID-19-related research. We show that
all the main topics discussed in this literature are proportionally
represented from Wikipedia, after accounting for article-level effects. We
further use regression analyses to model citations from Wikipedia and show
that, despite the pressure to keep up with novel results, Wikipedia editors
rely on literature which is highly cited, widely shared on social media,
and has been peer-reviewed.

En estos tiempos tan complejos con la pandemia, y la posterior complejidad
que surgirá durante la post-pandemia, el contacto e interacción humana con
nuestros y nuestras compañeras de Wikimedia, aunque sea a través de una
videollamada, puede sernos útil, relajante y divertido. También nos da la
oportunidad para hacer esas preguntas que siempre quisimos realizar, pero
nunca pudimos hacerlas; o hasta explicar situaciones que pueden ser
complejas de articular por escrito.
Es así que el equipo de Desarrollo Comunitario de la Fundación Wikimedia,
ha estado experimentando con videollamadas abiertas (usando Google Meet)
para que cualquier persona activa en los proyectos Wikimedia pueda
participar, realizar consultas o recomendaciones sobre cualquier iniciativa
o problema relacionado con Wikimedia en el que se encuentren trabajando.
También es un espacio para compartir y recibir retroalimentación, aún si no
tienen ninguna pregunta o duda concreta, o si simplemente quisieran
conectarse y compartir sus experiencias con las demás personas.
Llamamos a esta iniciativa: Clínicas de Wikimedia (nos traen cualquier
“caso” que tengan en mente, y vamos a hacer lo posible por ayudarles), y se
estarán realizando varias veces al mes (alternando entre zonas horarias y
días, para que la mayor cantidad de personas puedan participar)
Cada sesión de la clínica puede durar hasta 90 minutos, y garantizamos que
participen al menos dos personas de la Fundación Wikimedia en la llamada.
Esto no quiere decir que vamos a tener todas las respuestas, pero nos
comprometemos a ayudarles a conseguirlas, aún si no es durante la llamada,
podemos hacer un seguimiento posterior a sus consultas y trataremos de
resolverlas.
Cada llamada tendrá un resumen que será editado para mayor claridad y
estará disponible para los y las voluntarias interesadas. Este resumen
contendrá también enlaces hacia herramientas o recursos que hayan sido

con la obligación o el estrés de participar.
Más bien, estas clínicas serán una nueva forma de comunicación directa y
apoyo, con un enfoque menos restringido o limitado que otros canales
existentes (donde sólo ciertos temas son tratados), y esperamos que sean
más accesibles para las personas que no están tan seguras sobre si su tema
o problema es apropiado para alguno de esos canales.
Ya que estas llamadas (que hasta el momento han sido en inglés) parecen ser
útiles, nos complace ahora también poder ampliarlas al español, y esperamos
que más adelante también podamos realizarlas en otros idiomas, y así dar un
mayor acceso a este recurso más allá de la barrera idiomática con el
inglés. No soy fluido en español, así que esta vez sólo participaré en la
llamada, pero será co-facilitada por Melissa y Selene; y Edna junto a
Cassie tomarán las notas (en español).

A legislative proposal against Fake News is underway in the House of
Representatives in Brazil.
Contradictorily, the proposal affects projects that act against
misinformation. As it is currently written, bill 2630/2020 may be a severe
obstacle for Wikimedia projects in Brazil, as well as other open
educational and collaborative projects.
The UG Wiki Movimento Brasil wrote a statement regarding some points that
our legislative representatives should consider as the law proposal
advances. The statement was written with support of other civil society
entities, the Coalizão Direito na Rede[1], the Wikimedia Foundation Legal
Team and the office of a federal deputy active in the case.
Please, help us spread the statement and pressure Brazilian representatives
for more public debate! The document is available on Commons both in
English and Portuguese. It is also published in our wiki in English[2] and
Portuguese[3].

I. Content niche analysis for non-dominant languages of the planet.
Country, cultural or language borders don't matter much in digital era. Irrespective of where one lives, a language which is neither national, regional auxiliary or international working language can only be preserve own importance for humans as a channel for consuming various digital content on personal hobbies:
* fishing and gardening, knitting and popular science, cartoons, football or haut couture fashion ...
* entertainment by various social, political and glamour activists and clowns from around the world
* choosing where to go for vacation or what to do on the weekend with friends or guests wherever you live (Moscow, New York, etc.)
Conscious public use of some non-dominant language to demonstrate belonging to some ethnocultural entity is only likely when the speaker is proud of one's specific identity (i.e. it is prestigious somewhere, is a basis for some positive discrimination).
II. Wikimedia community best practices and possible measures to strengthen Tatar (and other non-dominant language position) within the niche described in I.
Generating useful and exciting contemporary content in some specific language is key for preservation of its use in digital domains. But the possibility of reusing it easily and widely (without the obstacles of archaic copyright system) might be even more important, thus possible steps would be:
1. to extend CC-BY use to all Tatar content generated or published using Tatarstan's regional budget — tatarstan.ru adopted this in September 2018 (official news reprinting part of Russian Wikinews article at https://digital.tatarstan.ru/index.htm/news/1273420.htm )
2. to study possibilities of retrospective release of whatever is still "copyright locked" (all content in museums, books, magazines, schools, encyclopedias etc.) — 2018 case with Russia's first paper encyclopedia https://w.wiki/Wma , 2011 case with Kazakh Encyclopedia https://w.wiki/Wmp
3. to apply international experience of running contests and initiating projects around Wikimedia content creation or improvement (as part of Wikimedia Education, collaboration with various cultural institutions) — Basque and Welsh community experiences for secondary education https://w.wiki/Wmb would be particularly applicable (latter currently in English only, will dubb it into Russian soon), see first steps in Tatarstan at https://w.wiki/WDz
4. to use Wikidata offered opportunities to assure Tatarstan's e-gov services availability in all supported languages of the planet, and then help promoting such an approach to make all countries' and their regional e-gov services available in Tatar as well — no such examples just yet, but this knowledge base is in public domain (СС0 legal license), thus it can be not only edited, but also downloaded and then used autonomously in full or in part (keeping in mind for e-system security needs).
Note: Wikidata and Wikipedia support various alphabets. A number of Wikipedia language sections, including Kazakh, offer a choice of Arabic, Cyrillic or Latin script for content presentation (automatic transliteration).

Trust & Safety Case Review Committee (hereafter Case Review Committee)
which will stand until the Universal Code of Conduct escalation process
pathways are defined and established. Text below explains what the
committee is intended to do and what is required of applicants. If it

The Board of Trustees has recently asked the Wikimedia Foundation to put
together an interim volunteer community review process to help support
Trust & Safety behavioral investigations by ensuring that there is a
functionary appeal process available for borderline cases.[2] For clarity,
this is to appeal cases handled by the Foundation’s professional Trust &
Safety staff. It is not to appeal governance decisions by community
administrators or governance bodies. A permanent review process for Trust &
Safety team cases will be created later as part of the final stages of the
Universal Code of Conduct, but this quickly constituted interim Case Review
Committee will be asked to serve until it is functional, anywhere from
January 1 2021 to June 30 2021. This is a critical layer of oversight to
ensure that Foundation actions are fair and unbiased and that the
Foundation doesn’t step in where it is not necessary to do so.
We are looking for functionaries and experienced volunteers with an
interest in joining this group. If the work resonates and you qualify,
please apply.
First, there’s a page on Meta with more information about how this
committee will work,[3] but, in brief, it will review the case files of
qualifying Trust & Safety investigations that are appealed either by the
person who requested the T&S investigation or by a person sanctioned as a
result of one. We anticipate that members may need to dedicate an average
of about 5 hours of work a week reviewing case files. As this is a new
process, it may prove significantly less; if it proves more, it may be
necessary to expand the review committee. You will be asked to meet with
the rest of the group on a quarterly basis to discuss the committee itself
and how it might be improved.
There are a few very specific requirements for those who are accepted. If
you are interested in applying, we ask that you first read the Committee
charter and decide if you are willing and able to abide by the conditions
of membership and if you meet the criteria outlined there.[3] If you then
want to apply, please write to legal(a)wikimedia.org using “Case Review
Committee” in your subject line. Please include your username, your
credentials, and a statement of what you hope to bring to the role.
Credentials in this case refers to community background - have you been an
administrator? A member of an arbitration committee? Where or when? What
experiences do you think have prepared you to do this well? Reference to
professional credentials will also be taken into account, but does require
legal identification so that it may be confirmed. Otherwise, we will only
be asking for legal identification from applicants who are finalists.
Unfortunately, English language fluency is a must. While we hope to get as
much linguistic diversity as possible, Trust & Safety’s case files are
lengthy documents written in complex English, and expedience and current
availability of resourcing does not make it possible to provide
translations for the interim process.
This is an important role and a new direction in collaborations between
Trust & Safety staff and volunteers to help make sure we get the balance
right in protecting communities - both in supporting community members and
recognizing community autonomy.
