I am attempting to do outreach to all the Wikimeida chapters to assess which ones might be offering scholarships to Wikimania 2015 being held in July in Mexico City. The WMF Scholarship program's call for applications has been recently posted and the deadline for receiving applications is February 16. The Scholarship Committee will be doing its review and making its recommendations to WMF from mid-February through mid-March.
If a chapter would like to be sent applications from those submitted to the WMF Scholarships Program, please get in touch with me prior to February 16. It would also be helpful for planning purposes for me to know if a chapter will be offering scholarships directly (not making use of the applications to the WMF program).

Hi Amir,
Some variables that you might also want to look at are:
Relative status of language - I have heard from more than one source that part of the Indic language problem is that people who can write in English and an Indic language usually prefer to edit English.
Different types of Internet access. Despite the best efforts of our mobile team wikipedia is basically a broadcast medium on smartphones. So the ratio of PCs to tablets to mobiles is going to be crucial, a language where smartphones are the main way to access the Internet will all things being equal support far less editing than a language where a substantial proportion of speakers have PC access.
My suspicion is that as with purchasing over the Internet, editing wikipedia is not a year one activity, so the level of editing is more likely to be related to last year's level of Internet use than this year's.
Policies on article creation vary between different language versions of wikipedia and this is bound to have an effect.

I’d very much appreciate if you would have a look, the main objectives are :
*1. Train UNESCO and its partner organisations to contribute to Wikimedia
projects*: Provide UNESCO and its partners with the skills, tools,
resources and connections to contribute to Wikimedia projects in a
meaningful, measurable and sustainable way. To integrate into the Wikimedia
community both online and by matching them with local Wikimedia
organisations and volunteers for in person support and collaboration. The
project will*create and improve content receiving 100,000,000 views per
year* on Wikimedia projects, *educate 1000 people in over 200 organisations* to
learn more about Wikimedia projects. This will include *500 newly
registered users* trained to contribute to Wikimedia projects and *500
articles formally reviewed by experts*.
*2. Make content from the archives of UNESCO and its partners available on
Wikimedia projects:* This project will facilitate the *upload of 30,000
images, audio files, videos, data and other content*to Wikimedia projects
from UNESCO archives

understand ways in which UNESCO, its partner organisations and the
Wikimedia movement’s many shared goals (outlined in the Impact section) can
be furthered through contributing to Wikimedia projects. We will create a
comprehensive how-to handbook (documentation and a tool chain) which will
be an amalgam of existing resources and new resources created by myself and
the wider Wikimedia community. *This project will act as a model that can
be followed by other UN agencies and their partners to open up their
content and engage with Wikimedia* and the wider open education movement.
*4. Disseminate and promote information on the project and its outcomes,
open licensing and engaging with Wikimedia*: To make information about and
produced by the project as widely as possible with the*aim of moving
further towards making open licensing the standard for scientific, cultural
and educational organisations and engagement with Wikimedia common practice*

*COMMUNITY: supporting and mobilising volunteers and editors*
- Wikimedia Nederland Conference, Utrecht, November 1.
Finding & Connecting was the theme of the annual Wikimedia Conference
Netherlands on Saturday, November 1st, 2014 in Utrecht. The day was opened
by Hans de Zwart (Bits of Freedom) who spoke on freedom and
commercialization of the web. In total 27 speakers gave presentations
during the conference on the themes 'Find', 'Connect', 'Behind the Scenes'
and 'in practice'. A specially designed 'gender gap' lounge area gave more
background about the lack of female contributors within Wikimedia projects.
With over 100 visitors, we consider it a successful conference.
· Wiki-Saturdays
There were four Wiki-Saturdays in November and December. On November 8,
volunteers presented a prototype of Wikiportret 2.0, which will make it
much easier to contribute portraits to Commons. The final product will be
available in February 2015. The last WikiSaturday of the year on December
20 attracted 18 members of the community, two of whom visited the WMNL
offices for the first time.
· Seminar on online communication
WMNL supported a group of community members, many of them moderators, in
organizing a seminar on online communication and the challenges of
communicating with people with a disorder in the autism spectrum. On
December 13, two experts gave presentations for a group of 15 Wikipedians.
This event ended with constructive discussions on options to improve the
working climate on Nl Wikipedia and avoid unnecessary conflicts. In 2015,
WMNL will make available resources for further activities in this area.
*WORK: content, collaboration and activity development*
· GLAM Hackathon, Amsterdam, November 14 - 16.
Thirty developers and programmers came together in Amsterdam to work three
days on new and existing tools. The theme of the meeting was workingwith
data from libraries, archives and museums. Some examples of the impressive
amount of development work during those three days: - A tool that measures
how long a visitor has looked at a picture in Media Viewer. - An interface
for Wikimedia Commons, Wikidata and Wikipedia that can be extended with
your own commands. Also you can easily run queries by using this interface
to different wiki platforms. - A website where you can see the paintings
have already been added to Wikidata. In addition 250 files without content
were sanitized and 30,000 images of paintings added to Wikidata. In the
run-up to the Hackathon we organised a workshop Wikidata for GLAMs.
· Writing event on World War II at NIOD, Amsterdam, November 29.
On Saturday, November 29th the research institute [www.niod.nl NIOD] opened
its doors for Wikipedians. One of NIOD's researchers gave a presentation on
his work and how it related to Wikipedia. Attendees were then able to work
in the NIOD library. They wrote and improved articles, added information to
Wikidata and made a start on improving the information on the illegal
press. There was also a tour of the beautiful building where NIOD is housed.
· Project Nature: content donations and a Wikipedian in Residence
We received two content donations: as a pilot project for our cooperation
with NGOs gathering data on wildlife, we are going to upload the
data-collection on Dutch damsels and dragonflies. This is donated by
Libellennet. TheKoninklijke Bibliotheek (National Library) donated the
illustrations from 'De Nederlandsche Vogelen', a magnificent 18th century
book on Dutch Birds. In 2015, we are going to organize events to ensure
that these content donations are used in Wikipedia and other projects. The
museum for natural history Naturalis has decided to appoint a Wikipedian in
Residence for at least 6 months in 2015.
Wikipedia course for beginners and 'intermediates'. In cooperation with the
Zeeuwse Bibliotheek (library of Zeeland, which operates both as a public
and an academic library) we organised two training courses on editing
Wikipedia in November 11 and 25.

· Staff
Jesse de Vos joined WMNL for three months to work on content donations. He
normally works for our partner Instituut voor Beeld en Geluid. Frank Meijer
joined as a contractor to work on the education programme.
*Money*
· FDC recommendation
The FDC commented positively on WMNL's plan for 2015 and recommended a
grant of €304.000. Although this is slightly less than we requested, we are
confident that we will be able to implement our plans. We are going to look
for external funding, both in cash and inkind, and be extremely
cost-conscious when planning our activities.
· Donations
The holiday season inspired people to give substantial donations to WMNL.
In total we received €15.000 over November and December. We thank all our
donors for their generosity over 2014.
*GLOBAL*
· European lobby group
WMNL donated €4000 to support the work of the European Free Knowledge
Advocacy group over 2015. Other chapters also contributed, making it
possible to continue the advocacy work in 2015. WMNL will contractually
'host' Dimitar Dimitrov, our man in Brussels, in 2015. Previously, both
funding and hosting were done by WMDE.
· Official launch Wikimedia Belgium
WMNL chairman Frans Grijzenhout, secretary André Engels and Executive
Director Sandra Rientjes attended the official launch of Wikimedia Belgium
in Brussels on November 19. WMNL and WMBE will be cooperating closely, both
in development of activities and in providing support to the communities.

As Tomasz and Dariusz wrote, while visually impaired people have their
solutions, other users might want to use Wikipedia etc. as an audible
source, even as podcasts (because they prefer learning while listening,
they are on the go etc.). I guess as well that mobile platforms bring some
use cases here (and I don't know if the solutions used by impaired people
are so useful on, say, iPad or Android phone, especially in less popular
languages).
Some completely other yet connected thing is assistance for impaired to
actually edit. Recently I have been approached by a person born blind who
reads content from MediaWiki but had it difficult to actually contribute
(while they wished to).

321,000 freely-licensed photographs of historic buildings, monuments and
cultural heritage sites in 41 countries to Wikimedia Commons

This year, the grand-prize winning photograph is an image of the Holy
Mountains Monastery <https://en.wikipedia.org/wiki/Holy_Mountains_Lavra>, a
complex of architectural monuments of national significance in Sviatohirsk,
Ukraine, taken by Konstantin Brizhnichenko

The winner will receive flight and accommodations in Mexico to attend
Wikimania, the international conference of the Wikimedia movement, to be
held in July 2015 in Mexico City.
According to the Guinness Book of World Records, Wiki Loves Monuments is
the world’s largest public photo competition. In it, people are asked to
take pictures of monuments from participating countries and to upload them
to Wikimedia Commons, enabling the photos to be used to illustrate
Wikipedia in articles about these monuments and other subjects.
“With over one million free images of heritage sites across the world, Wiki
Loves Monuments is one of the world’s most important history projects
today,” says Deror Lin, the international coordinator of the competition.
“Year after year, volunteers document hundreds of thousands of heritage
sites across the world and upload the images to the internet under a free
license for the benefit of the current andnext generations. These people
display the splendor of creativity and culture in their countries.”
The competition is organized in 41 participating countries, each focusing
on their national monuments and with their own national prizes. This year,
every participating country submitted 10 nominations to the international
jury who chose the winning pictures for the competition. A number of
countries participated in the competition for the first time, including:
Albania, Kosovo, Iraq, Ireland, Lebanon, Macedonia, Pakistan and the
Palestinian Authority.
The contest was first organized in 2010 in the Netherlands and resulted in
more than 12,500 pictures of Dutch monuments. Over the past four years more

Hello all,
Hereby I like to announce the project Wiki Loves Art in Belgium.
In November we had a meeting with a museum and we noticed that they were
very enthusiastic about Wikipedia/Wikimedia, but they experienced it as
difficult and maybe dangerous to open up their collection. This relatively
closed attitude appears to be not unique, but often occurring among Belgian
cultural institutions, compared with other countries, as we understood from
various organisations in the open knowledge sector.
Therefore we have thought about how to work together with cultural
institutions and we came up with Wiki Loves Art. This project has been
organised earlier in various countries, and in 2009 also in the
Netherlands. A Dutch team is currently working on organising Wiki Loves Art
in 2016 again, and that gave us the inspiration to start with the
organisation in Belgium as well.
Wiki Loves Art is a photo contest in what participants visit the museums,
galleries, archives and libraries which have determined a part of their
collection to be photographed and published under a free license. Wiki
Loves Art gives participating photographers often a unique possibility to
take photos in a cultural institution and/or to visit an organisation
behind the scenes. This has resulted in other Wiki Loves Art projects in
many photos that are widely used on various Wikipedias. For cultural
institutions this project gives the opportunity to collaborate with
Wikipedia/Wikimedia in a save way, without having opening the doors of
their entire collections, and show a part of their collection with
relatively little costs.
In an organisational point of view the project is intended to make the
Belgiumgap less wide and the availability will increase the coverage of
Belgian art on Wikipedia. In comparison with other countries, relatively
less articles have been written about subjects in Belgium in the various
language versions of Wikipedia. This project tries to stimulate to fill
this gap and that Belgian art and more is better visible and described on
Wikipedia.
Wiki Loves Art is a project under the flag of Wikimedia Belgium, but is a
joint project in what we work together with several organisations with a
long-term expertise in working with cultural institutions and/or open
knowledge projects. Together with them we had last week a meeting and
agreed on how we want to organise Wiki Loves Art in Belgium.
We need to start in time as the project is very labour intensive with much
time spend on communication with the various cultural institutions. The
Dutch team has therefore highly recommended to hire someone for one or two
days a week during the project to be able to manage all the communication
and organisational needs. We are also going to set up a website, print
flyers and leaflets, and after the contest we organise a jury to judge the
photos and organise a prize giving ceremony.
