Hi Victor, great initiative with a huge impact multiplier :)
Regarding identifying specific language needs you might get some good
intel connecting with groups doing work on the ground like School to
School International (Africa, in french and portuguese speaking
countries), Children International or even Unesco's Global Education
Initiative, the Global Partnership for Education or the World Bank.
Happy to facilitate conversations there.

Re David's point "One of the biggest problems in MT is word
disambiguation." I'm sure that this would be correct, though probably more
strongly in some languages than in others. English for example has many
words with meanings as diverse as bonnet (headware, a type of chili and in
some countries part of a car), faggot (meatballs, a bundle of firewood and
a pejorative term).
I'd add a further problem is that trivial almost cosmetic errors in one
language can become magnified by machine translation. For example one of my
contributions to the English Wikipedia is to hunt for the sort of typos
that a spellchecker won't pickup. I've abolished the entire Olympic Sport
of synchronised ventriloquism (the throwing of discusses), reduced the
choice of Olympic medals from four to three by eliminating sliver medals
and dramatically reduced the number of actors who have been staring in
various films. My assumption is that after machine translation staring and
starring, like cavalry and calvary, posses and possess will in most
languages other than English be very different words.
I think that gives this movement three interesting and relatively easy
routes to improve the quality of any machine translation of our projects.
The first would be to roll out the bot I've been using to find easily
confused words to other languages than English. The second would be to
collaborate with any of the existing machine translation providers and ask
them to give us lists of phrases in our work that they find hard to
translate. My hunch would be that this would be a good source of anomalies
that need fixing. The third would be word disambiguation, for languages
like English and Portuguese there is significant demand amongst our readers
for a choice as to which language variant they are reading. We could quite
easily offer a US/UK choice for registered editors, and default IP readers
in some parts of the world to the most likely variant. But to do this to a
reasonable standard of quality we would need to disambiguate words such as
bonnet, tap, flat and bear.
Of course there is a huge amount of work in doing the above, even if we had
some user friendly apps that showed people a paragraph of text and asked
them to pick the correct meaning of an ambiguous word. But these are
precisely the sort of easy entry level tasks that we need to give a gentle
learning path for new editors. Our edit filters and vandalfighting bots
have taken away vandalism as a way to recruit new editors, and AWB and
other quality improvement programs mean that we aren't recruiting as many
new editors from readers who just spot a typo and fix it. Word
disambiguation, possibly incorrect words and ambiguous sentences would be a
great way to recruit our readers to become editors. We just need a little
advert "can you spare a few minutes to improve Wikipedia" and we could
crowd source this to our readers.

Wikimedia Hong Kong (WMHK) opposes the recent decision of the Funds
Dissemination Committee (FDC) of Wikimedia Foundation. The FDC has rejected
the proposal submitted by WMHK.
Wikimedia Hong Kong, the Hong Kong local chapter of Wikimedia Foundation,
has the mission to promote Wikimedia projects and free cultures among local
community in Hong Kong. WMHK achieves the mission through several outreach
projects, which are funded by the grants from Wikimedia Foundation. The
rejection of funding from the FDC makes WMHK having difficulties to
continue achieving its mission.
We note that the FDC is concerned about WMHK’s internal governance,
financial management capacity, and capacity of its volunteers to manage
future projects. The FDC also mentioned that past activities do not
sufficiently demonstrate a record of high impact. The problem is that WMHK
is run by volunteers who have limited time. WMHK itself also has limited
resources. To increase such capacities and impact mentioned by the FDC,
WMHK has the necessity to recruit full-time staff in order to handle daily
operation of WMHK as well as manage the projects. However, the recruitment
cannot be done as WMHK lacks funding.
Another reason why FDC rejected WMHK’s proposal is that WMHK is out of
compliance with its previous WMF grants. It is incorrect to say that as all
the previous WMF grant projects were already submitted before the
submission of the proposal to FDC. It is also incorrect to mention that
WMHK mismanaging the previous funds, as there is no clear guideline on what
to do if there is money left.
We believe the decision of the FDC is inappropriate. The decision is
totally harmful for the development of WMHK, as well as the development of
free culture in Hong Kong. The Wikimedia Foundation has the obligation to
promote Wikimedia projects and free culture around the world. The rejection
of funding makes the promotion of those projects in Hong Kong more
difficult. The rejection of funding also makes the volunteers in WMHK think
that their work is totally denied by the Wikimedia Foundation.

Last year after the Berlin Hackathon I sent an email to internal-l about
the accommodation. The text I sent was quite sharp to get a response. A
lot of people replied to the email and it contained a lot of useful
opinions. The discussion was quite heated at some point and I would like

Hi everyone,
A quick email to announce and explain current WMFr payment processor status.
As some of you know, French regulations makes it hard to transfer ver
50% of the fund raised locally to an international organisation.
Until know, WMFr budget was always somewhat equal to 50% of the money
raised. Last year fundraising was "too" efficient in France and we've
reached the point when 50% of the funds raised in France are much more
than WMFr actual budget.
In face of that situation, Wikimedia France board has asked WMF to
stop being a payment processor in 2013, and that until we have found a
suitable solution to handle the movement needs. We already have
possible solutions, such as asking for having a "super charity" status
(reconnaissance d'utilité publique / being recognised as an
organisation for general good).
That process is a lengthy and over bureaucratic one, and we don't know
how fast it can get to obtain it.
In the coming month, WMFr will work with WMF on explaining to French
donors that they can't ask for tax deduction next year and handling
their requests.
As said last year in our letter to the board and ED of Wikimedia
Foundation, being a payment processor or not doesn't change whether
WMFr will support the localisation of the fundraising efforts.
Late 2012, WMFr board decided to start looking for external funding
sources. Removing ourselves will also allow us to dedicate more
resources to that activity.
Our hope is that in the coming months WMFr will have a stronger fiscal
position and will be able to ask to be a payment processor again because we
still believe that having local fundraising handled by local
organisations is more efficient and more sustainable on the long run.
