Doiny any serious programming for $100 is almost equivalent to doing it for free. What incentive would that be?
If we would pay serious money for any software activity our current cash reserves would be gone in no time.
At the moment developers are rewarded with an occasional 'thank you'. Singling out tasks that are important
enough to pay a token sum, would only muddy the waters.

Il est absolumment HORS de question que cette association ne soutienne que le projet en France. Au contraire, je consid�re qu'elle devrait supporter TOUS les projets, au moins un minimum. C'est aussi ce que veut dire "affiliation". C'est un engagement � participer � un projet dans son ensemble, et non pas uniquement sur un sol national.
Si Wikimedia France est "affili�e" � Wikimedia, cela veut dire qu'elle participe au projet dans son ensemble. Concr�tement, cela veut dire par exemple :
Qu'elle va reverser par exemple 30% de ces revenus � la foundation
- Sur ces 30%, 20% vont servir � payer les serveurs (qui rappelons nous, h�bergent la wikip�dia francophone)
- 10% restant pourront �tre utilis�s � co-financer la publication d'un wikireader en langue arabe (parce que la langue arabe n'a pas encore d'association, mais � l'opportunit� de diffuser un document de qualit�)
Les 70% restant resteront � Wikim�dia France
- Disons qu'elle en utilisera 30% pour ses frais quotidiens (enregistrement de noms de domaines, frais fiscaux, timbres pour le courrier etc...)
Il restera 40% � utiliser � notre guise
- peut �tre 20% pour faire des tee-shirts � vendre en France
- 10% pour participer � un gros �v�nements promotionnel en Belgique, en collaboration avec la future association hollandaise et un coup de pouce financier de la Foundation
- et 10% pour donner un coup de pouce promotionnel � la wikip�dia bretonne qui stagne compl�tement
En bref, elle aura
* support� ses propres co�ts de fonctionnement,
* elle aura aid� l'ensemble du projet (particip� aux serveurs et � la diffusion de connaissance en arabe)
* collabor� avec deux autres associations pour une action multilingue
* et soutenu le d�veloppement d'une langue locale
Voila MA vision de ce que serait Wikim�dia France.
Et ceci peut tr�s bien se faire avec un pr�sident fran�ais, un secr�taire japonais et un tr�sorier belge.
Cela n'emp�che pas que l�galement, l'association est localis�e en France, d�pend du r�gime fiscal fran�ais et ne fournit des d�ductions fiscales qu'aux fran�ais.

Ce n'est vraiment pas ma vision de cette association. Nous sommes une communaut� francophone internationale et notre association doit refl�ter cet �tat de fait. Ce n'est pas parce que nous choisissons la France comme pays d'accueil de l'association que nous devons limiter notre champ d'action. Notre Wikim�dia doit �tre "francophone" ! Le jour ou une association similaire verra le jour en Suisse, nous n'aurons qu'� renommer l'association de droit fran�ais en "Wikim�dia francophone - France" et nommer la nouvelle association "Wikim�dia francophone - Suisse".

Non, je ne pense pas. Ce serait une perte d'�nergie et d'argent.
Je pense qu'il y a aura Wikim�dia Suisse, qui permettra de servir l'ensemble des habitants suisses en terme de d�duction fiscale et le projet dans son ensemble.
De toutes fa�ons, tout ceci n'est qu'une question de terminologie. Si tu souhaites repayer dans un an pour changer le nom de l'association, ce n'est vraiment qu'une histoire de sou, et je ne crois pas que nous en soyons � quelques euros pr�s.
Ce qui me pose plus souci est que je ne suis pas sure que nous ayons la m�me vision de ce que doit �tre l'association par rapport au projet global.
Donc je vais poser une question plus claire et j'esp�re que vous voudrez bien y r�pondre merci :-)
La question est toute simple : pensez vous que l'association doive conserver la totalit� de ces revenus pour elle et uniquement pour le soutien des projets en langue fran�aise, ou pensez vous qu'elle doive aider le projet d'une fa�on plus g�n�rale ?
Une affiliation est une association bilat�rale. Il y a des deux c�t�s des droits et des devoirs. Il y a une coop�ration qui doit s'instaurer, car l'association locale � besoin de la globale, tout comme la globale a besoin de la locale. Alors, au dela de la simple r�flexion "nous sommes francophones ou rien", envisagez vous de faire tout simplement partie de l'ensemble et de participer � son d�veloppement, ou pas du tout. Je pense que Villy l'envisageait globale, avec ses sp�cificit�s locales et ses petites sp�cialit�s linguistiques. C'est aussi ma vision. Maintenant, j'aimerais bien avoir l'avis des futurs membres fondateurs. Beaucoup de francophones travaillent sur plusieurs projets � la fois, et dans plusieurs langues; j'aimerais savoir si ils souhaitent que leur cotisation aille uniquement � des actions promotionnelles dans des pays francophones, ou si ils souhaitent aussi que leur don aide � acheter un nouveau serveur pour que le projet ne soit pas en rade tous les 4 matins.

Ce n'est qu'en apparence contradictoire, car en ce qui me concerne, l'association NE DEVRAIT PAS s'appeler francophone, mais Wikim�dia fran�aise ou mieux WIKIMEDIA FRANCE, ce qui ote toute ambuiguit�. C'est ce que font les organisations internationales, qui ont des antennes dans un certain nombre de pays. Ces antennes ont une existence *l�gale*, et la l�galit� n'est pas li�e � une langue mais � une *localisation g�ographique*.
Je ne vois pas vraiment l'int�r�t d'une association auvergnate... mais bon...
J'esp�re vivement que d'ici l'an prochain ou peut �tre 2/3 ans, nous aurons des associations �quivalentes en Belgique et en Suisse. Et l'association en Belgique n'aidera pas uniquement le fran�ais, mais trois langues, donc en r�alit� aura pour objectif d'aider le Projet et de le promouvoir sur une �chelle bien plus grande que simplement la wikip�dia (plus wiktionary....) fran�aise. Notre pauvret� de raisonnement est li� au fait que nous n'avons v�ritablement qu'une seule langue sur notre territoire.
Il faut arr�ter de penser linguistique, mais puisque nous sommes sur un point l�gal, il faut penser limites juridiques, et la limite juridique est le *pays*. Qu'on le veuille ou non. L'avantage num�ro 1 de monter cette assoc est la d�ductibilit� fiscale, et ceci est li� au pays.
Si nous estimons que l'association en France est l'association FRANCOPHONE, nous nous comportons comme futurs "maitres" de toute autre association qui sera localis�e dans un pays francophone voisin. Et pourtant, les belges auront aussi un jour leur association, ne serait ce que pour b�n�ficier des r�ductions fiscales. Idem pour le canada. Nous serions la Francophone, alors seront ils l'assocation "Wikimedia Francophone II" ou la "Wikimedia Belgique", sous la houlette de la Francophone ? De quel droit nous arrogeons-nous nous, la France, de nous d�clarer le centre de la Francophonie ?
Arne a parfaitement raison. Cr�er des sous entit�s d'associations locales rel�ve de l'abh�ration. La Belgique s'appelera Wikimedia Belge, et l'association francophone ne doit pas avoir d'ing�rence sur son fonctionnement. Et comme le fait si bien remarquer Ryo, quid du management des serveurs ? Pourquoi aurions nous en France un droit sur la gestion des serveurs fran�ais servant la wikip�dia francophone, alors que la Belgique non ?
La r�ponse me semble simple. Le syst�me fonctionne actuellement parce que nous avons un unique propri�taire, et une unique �quipe de d�veloppeurs qui bossent ensemble pour le bien de tous. Et maintenant Shai en fait partie, donc nous ne pouvons plus pr�tendre que les d�cisions sont prises par de lointains d�veloppeurs ne prenant pas nos besoins en compte. Il y a vraiment deux niveaux. Il y a l'organisation, qui est internationale. Et il y aura bient�t une myriade d'associations locales, nationales, qui � la fois aideront le projet dans son ensemble ET auront une autonomie locale. Le premier niveau ne connait pas de barri�res g�ographique, et de moins en moins linguistique. Le deuxi�me niveau doit se conformer aux limitations l�gales. Je crains qu'en cherchant � nous imposer comme zone de libre �change francophone, nous limitions fortement la future croissance des autres associations. Ce serait un mauvais cadeau � leur faire.

ant : I agree. Chapters are here essentially for legal practicability. If this was not true, the current chapters would not be currently created in those two countries where some of the major wikipedia languages are spoken :-) But legal limits are national, not per language.

Incidently, in most poor nations, several languages are used, so it will make sense to publish in more than 1 language. Still, I doubt these countries will have chapters on their own before a long time. This is a global project. Do we want to help information get there ?

Ant : I very strongly agree. Which is why I would be deeply unhappy that we call our local chapter "francophone". This is an attempt of fairness that is uncalled for. I know that some people support this, because they want to make it clear that the french chapter will not help France only. I think this is perfectly obvious that we should try to be more global in our participation.
However, calling us francophone is bad. The next chapter in a french speaking country will likely be called by the country name, and I sure hope that it will not be submitted to the french chapter. We all wish here for equality, and I really see not why France will be once again, declared the official center of Francophonie. Wikimedia France has the merit of being descriptive.
It seems to me that any other name is bringing confusion.

They are used to travel and send the bill to their employer.

In my own experience communicating only through (e)mail about sensitive
affairs is a risky business. People easily misinterpretate the message.
Emoticons are a meagre tool for building interpersonal relations. Correcting
misunderstandings takes time, if they are recognized as such at all. It is
quite possible that the board will have to discuss sensitive matters
sometime or another. So to me paying Angelas' trip to Paris is worthwile.
I believe it is indeed customary for volunteer organisations to cover
expenses. I also believe lots of wellfare organisations have a sliding scale
over time for what is appropriate in this matter. In the Netherlands there
was a huge uproar recently when the media disclosed that the president of
the Dutch Heart Disease foundation earned more than our prime minister
(volunteers for the organisation went on strike). I'm not a bit afraid
things will turn in this direction at all, it is just an extreme example
that makes a nice story, but there are many examples of wellfare orgs with
large overhead costs and it makes peoples discomfort with a blank check
understandable.
So maybe we could agree on a budget for representational costs. I'm sure if
people can visit a page where board members log activities like external
contacts and results together with major expenses (not every phone call),
trust that this is money well spent will build. By the way other wikipedians
may engage in similar activities, Erik Moeller already has a semi official
role that comes close to this. How do we deal with that?
Maybe we should continue the discussion on meta where a vote could be held,
first on Angelas trip then on the wider issues.
Summing up, I think covering expenses to let the board do a good job is only
fair.

I read this, and it looks very much underestimated to me.
The total database size of all Wikipedias is growing even slightly more
than exponentially, doubling time at the moment being six months.
Wikipedia's own usage statistics are not very clear, but in as far as
they are, they have increased more than tenfold in the past year. Alexa
tells us that our reach has grown 37% in three months time.
All this draws me to the conclusion: The amount of hardware we need
at the end of the year might easily be double what we need now. And
since we grow faster than Moore's law, we will NOT get by with keeping
the same amount of hardware or growing linearly. Add to that that at
the moment we do not have everything we want (there's well-known
regulars now who have no f***ing idea what the Maintenance Page is
for or what the Wikipedia search results look like).
I'm afraid that this kind of estimates, and Wikipedia hardware buys
in general, are often based on what would be comfortable now rather
than on what will be needed by the time the hardware actually arrives,
or even better, when the hardware _after that_ arrives.

While there is little we can do to stop out-and-out vandalism by
experienced users, I believe we could ease the load on those dealing
with new submissions if we could deal with the problems new users cause.
Some of these are deliberate - joke pages or edits without knowing what
they are doing, but many are just the result of that bumbling about in
the dark I'm sure we all felt when we first arrived. I'm also firmly of
the opinion that problem pages are created for the most part by newbies.
I would propose something a little less stringent than what Corey Burger
offers, contingent on the assumption that it is possible to track and
sequester articles.
New users and anons would be allowed to edit and create articles
immediately. These would be flagged and moved into an anon/new user list
similar to New Articles. After one week, new users would be de-flagged
and would be allowed to move pages. I also feel anons can be
accommodated - if an IP address remains consistent and no bad behavior
is evidenced from it, I think we should assume the best. Encourage them
to become registered users, yes, but don't penalize them for not doing
so.

According to Tim Starling, when the data transfer finishes, the
developers will make sure suda is properly set up to be a master. Then
the wiki will be restarted using that. A second copy of the entire
data directory will be made on ariel. Then they will try to start
ariel as a slave. After that, a third DB machine may be set up.

I want to register domain wikipedia.cz to Wikipedia foundation,
and wondering who to ask for permission (permission to use
Wikipedia foundation as registrant).
I'm willing to to do all the technical stuff and pay for
registration, and set wikipedia.cz as forward to cs.wikipedia.org,
just dont like idea of registering domain without registrants
consent or using me as registrant.
Issue is quite urgent, as Czech wikipedia get some attention in
media, and if it wont be registred for Wikipedia, I'm sure it
will be soon registered by some speculant (as e.g. google.cz),
which would certianly damage Czech project.
