why not get people to produce audio files which are made available on the Indic Wikipedias? These can then be transcribed at leisure
Producing audio files of encyclopedia quality is much much difficult than writing one. If its just a set of interviews / speeches, am not sure if Wikipedia is a right place. May be a similar project can help, but it will still be outside scope of Wikipedia since it will also involve WP:OR since people tend to OR while talking, but are restricted to remain on facts while writing.
