We also have a complicated situation in Ukraine, so what we are doing is:
* fixing description (removing monument ID, adding correct name and address and appropriate categories)
* keeping the Wiki Loves Monuments template (this was still uploaded during WLM, and we still want to see this unsuccessful uploader in the list of WLM participants)
* adding a category like https://commons.wikimedia.org/wiki/Category:Obviously_ineligible_submissions_for_WLM_2018_in_Ukraine . All photos in this category are not submitted to the jury (you can use, say, Petscan to exclude)

So far this worked for us.

We have an opposite problem, sort of. The situation with monuments in 
Slovenia is complicated and inevitably some people are uploading 
ineligible photos (luckily, only a minority). Is it enough to just 
remove the templates and categories, with notifying the uploaders of 
course? The data in the Campaign namespace will still remain, no?
