I need clarification about adding manual tags. As I understand it, if a monument is recognised as an official monument in my country, but we don't have the latest updates in our lists, then the user can add a tag manually. Is this correct?

I assume that manual tagging means you upload a photo to Commons like you normally would do. Then you go back in and add a tag. Can someone confirm that it is this one:
