This is entirely a guess by your email program, and is based on its
(necessarily imperfect) automated interpretation of the contents.
I would guess that the reason it thinks it's junk mail is because it's
addressed to a list, not you, and it contains a standard footer that looks
in some ways like that often attached to spam.
There is nothing dubious about the wikien-l emails except that they're
obviously not just being sent to you. You should be able to tell your
email program that 'emails from this sender are not junk mail'.
