I would say if the property has been unused for some time, nominate it for deletion and see whether there is consensus the property is not needed. I do not think there are any particular criteria.

However, when a property is approved there is usually a reasonable discussion showing the potential of its application. If it can be applied to multiple items it does not get approved.
