sentence or two why they believe it to be specifically interesting for the

Machine Intelligence Research Labs (MIR Labs) provides an international
forum to share the latest research results, ideas and experiences in
intelligent systems design and applications; soft computing; information
assurance and security; nature-inspired computing, pattern recognition; and
information and communication technologies by bringing together the leading
communities in this research space.
MIR Labs doctoral symposium is built on a solid history, through ISDA to
WICT, connecting young researchers with highly experienced peers to forge
connections, which can last for many years. The main goal of this doctoral
symposium is to provide a supportive environment in which PhD students at
different stages in their research will present and discuss their problem
statement, objectives, methods, and results to a diverse audience of
leading experts in the field. They gain insightful feedback and discussion
points around their research and the invaluable experience of presenting
new findings to an international audience. The forum seeks to offer
students helpful guidance on various aspects of their study from
established researchers and other PhD students working in research areas
related to their field. Additionally, the international forum aims to
enable PhD students to interact with other participants to stimulate an
exchange of ideas, suggestions and experiences.
The symposium welcomes submissions by PhD students with a two-page abstract
and another page for references, which should use the below format to
describe the fundamental motivation of their research, the significant
contribution (either actual or expected, depending on the research stage),
discuss their methodology and present the current status of the study.
Accepted submissions will lead to a presentation during the doctoral
symposium. They may additionally provide an opportunity to present a poster
at the leading conference, offering a vast audience for their research.
Students at any stage of their PhD are welcome to submit. Reviews,
feedback, and expectations will be adapted appropriately to the relative
phase of each submission.
** Mentoring Program **

The Doctoral Symposium will also employ a mentoring program, in which every
author of an accepted paper will be paired with an experienced mentor from
the community. Mentors will help introduce the student to the community,
offer extended discussion of their research objectives and career
opportunities, and will host their students throughout the event to help
gain the best experience from an international conference.

The International Conference on Intelligent Systems Design and Applications
(ISDA) is a major international conference bringing together researchers,
engineers, and practitioners who work in the areas of intelligent systems
and their applications in industry and the real world. Every year, ISDA
attracts authors from over 30 countries. After the success of the 20th
conference, which was held online, this year's event will also be held
online during December 13-15, 2021.
ISDA 2021 is expected to provide an opportunity for researchers to meet and
discuss the latest solutions, scientific results, and methods in solving
intriguing problems in the fields of artificial intelligence and its
real-world applications. The conference programme will include workshops,

Hybridization of intelligent systems is a promising research field of
modern artificial/computational intelligence concerned with the development
of the next generations of intelligent systems. A fundamental stimulus to
Hybrid Intelligent Systems (HIS) investigations is the awareness in the
academic communities about the necessity of the combined approaches to
solving the remaining challenging problems in artificial/computational
intelligence. Hybrid Intelligent Systems are recently getting popular due

Hello,
As you may know, Wikibase currently does not normalize pagenames/filenames
on save (e.g. underscores in the input for properties of datatype Commons
media are allowed). At the same time, Wikidata’s quality constraints
extension
<https://www.mediawiki.org/wiki/Extension:WikibaseQualityConstraints>
triggers a constraint violation after saving, if underscores are used. This
is by design as to long-established
<https://www.wikidata.org/wiki/Template:Constraint:Commons_link> Community
practices. As a result, this inconsistency leaves users with unnecessary
manual work.
We will update Wikibase so that when a new edit is saved via UI or API, and
a pagename/filename is added or changed in that edit, then this
pagename/filename will be normalized on save ("My file_name.jpg" -> "My
file name.jpg").
More generally, the breaking change is that a user of the Wikibase API may
send one data value when saving an edit, and get back a slightly different
(normalized) data value after the edit was made: it is no longer the case
that data values are either saved unmodified or totally rejected (e.g. if a
file doesn’t exist on Commons). Since this guarantee is being removed with
this breaking change announcement, we may introduce further normalizations
in the future and only announce them as significant changes, not breaking
changes.
The change is currently available on test.wikidata.org and
test-commons.wikimedia.org. It will be deployed on Wikidata on or shortly

WikidataCon is being organized this year by Wikimedia Deutschland and Wiki
Movimento Brasil with the theme *"a sustainable future for Wikidata"

which will include discussions around the project's technical
infrastructure, data quality, community health and diversity. Besides the
program of the conference, the partnership between the affiliates is
working on making this remote conference as meaningful as possible for the
Wikidata ecosystem, especially for those participants who usually wouldn't
be able to attend the conference in person. *Transbordados* is one of the
actions designed under this scope to better understand and envision
possible paths for the empowered performance of historically marginalized
communities in the Wikidata ecosystem. Besides the preconference, the
organization team is also working on a grant for Latin American and
Caribbean Affiliates

Our WDQS backend servers (in CODFW only) have incredibly patchy
availability currently.
As a result a sizeable portion of queries made to query.wikidata.org are
failing or taking unusually long.
We're doing our best to isolate a cause (basically a user or user(s)
submitting particularly expensive or error-generating queries). Until we
succeed in that service availability is likely to be quite poor.
Note that we currently have a mitigation in place where we're restarting
blazegraph across the affected hosts (codfw) hourly, but that mitigation is
insufficient currently.

service availability), but servers affected by the blazegraph deadlock
issue that we're experiencing fail to report metrics while they're
