A series of case studies were published by the PASTEUR4OA
project with the aim to inform the recently
established Europe-wide network of centres of expertise -

and the general public on Open Access policy developments in
various European countries. The case studies provide
information about the national scholarly communication
systems, developments on national, institutional and funder OA
policies, and current infrastructure support. Four case
studies - Portugal, United Kingdom, Norway and Hungary - can

*Open Access Policies Analysis*
Analysis of Open Access policies was conducted as part of the
PASTEUR4OA project which included important
aspects. Firstly, searching for Open Access policies not
registered in/ROARMAP/
<http://pasteur4oa.us9.list-manage.com/track/click?u=5fbf4a76563e0df5ac5e3eef0&id=87564d27a0&e=3b2e2546fa>and
adding those policies to the database. Secondly, recording the
characteristics of every policy in ROARMAP against a new
classification scheme. As a result, ROARMAP was updated and now
includes enhanced searching and browsing functionalities.
Thirdly, determining the levels of Open Access material in
institutional repositories of ROARMAP institutions. And finally,
using those policies that are mandatory to carry out a
regression analysis to see which policy elements correlate
significantly with effectiveness in delivering high levels of
Open Access content. A report with the results of the analysis
conducted will be available at the end of January 2015.
PASTEUR4OA Events
*Meeting of National Experts*
PASTEUR4OA project partners and Key Nodes gathered on 2-3
December 2014 in London to discuss strategies to promote the
development, implementation and alignment of Open Access
policies across Europe according to the Horizon 2020 Open
Access mandate. At the meeting, Open Access policy
formulation, compliance and alignment issues were addressed.
Lessons were learned from successful cases where Open Access
policies were adopted at the national, institutional and
funder levels. A framework was discussed to refine the
priorities and activities of the Knowledge Net.

The /RECODE

/policy recommendations for open access to research data were
officially released at the RECODE /Final Conference

January 2015. The /recommendations
<http://pasteur4oa.us9.list-manage.com/track/click?u=5fbf4a76563e0df5ac5e3eef0&id=a6ae4a7d43&e=3b2e2546fa>
/are targeted to four key stakeholder groups identified as
instrumental in bringing about change with respect to sharing
research data: research funders, research institutions, data
managers and publishers. RECODE aimed to facilitate the
implementation of policies for open access to research data by
providing both over-arching and stakeholder-specific
recommendations. These are based on good practice examples for
each of these stakeholders that will serve as “models” for
providing open access to research data and immediately direct
interested parties to important existing practices. The
recommendations are also enriched with practical guidance for
institutions, such as checklists, resources, description of
what policy content should include, based on good practice
research.
_OA Policy Revision in Austria_
The Austrian Science Fund (FWF) revised its /Open Access
policy

The policy includes new elements. There is aprice cap for Gold
Open (€2,500 per article) and Hybrid Open Access fees
(€1,500). The /Stand-Alone Publications

programme is now extended to new digital Open Access
publication formats. TheCC BY licence is obligatory for all
publication formats where costs are covered. Offsetting models
for Hybrid Open Access payments against subscriptions (see
/Austria and IOP Publishing

will be extended to other publishers in 2015. Applicants for
research grants have to budget funds to process, archive and
re-use open research data.
*German Federal and Regional Governments OA Policy*
In August 2014 the German Federal Government published a
/Digital Age/nda

which includes a statement supporting Open Access publishing
and access to research data resultant from publicly funded

*Hungary's OA Policy Updates*
The Hungarian Academy of Sciences (MTA)/Open Access mandate

/has been effective since 2013. The mandate accepts both the
Green and Gold OA routes for compliance. For Green OA,
publications can be deposited in the /MTA repository

monitors the mandate's effectiveness. Recently, the MTA
Committee on Publishing Scientific Books and Journals

are acceptable for deposits: one year for individual journal

*Italy's Messina Declaration 2.0 *
The 'Messina Declaration: the Italian road to Open Access'
meeting looked at the progress made on Open Access policy and
infrastructure development in Italy. Issues related to the
development of Open Access policies and challenges linked to
institutional policy implementation and compliance were
addressed. Presentations on the progress made by Italian
institutions towards Open Access demonstrated how institutions

On the occasion of the tenth anniversary of the Messina
Declaration on Open Access nearly forty Italian /universities
and research bodies

/signed the /Roadmap for Open Access 2014-2018

roadmap promotes the implementation of institutional policies
focused on consolidating Open Access to scientific
information. It fosters institutional dialogue in order to
build a national vision towards Open Access andpromotes
actions that require the further implementation of the Open
Access legal framework. These measures are intended to promote
alignment with the Horizon 2020 Open Access mandate.
_Revision of Serbia's Higher Education Law_
Amendments were made to the Serbian Higher Education Law that
are now obligatory for Higher Education Institutions (HEIs).
Doctoral dissertations must now be made available to the
public prior to the thesis defense. Universities must
establish a digital repository where the doctoral dissertation
will be stored and they mustsubmit a copy of the
dissertations to a central repository. These changes comply
with the guidelines of the EU Framework Programme for Research
and Innovation and encourage Serbian HEIs to comply with the
European repository of doctoral dissertations regulations.
