It looks like you put the LocalSettings.php file outside the wiki
directory. It goes inside, just not in the config directory where it
gets written.

Does anyone know how I managed to screw this up? And more
importantly how I go about fixing it?

http://www.drsecrets.com/LocalSettings.php provides some clues,
perhaps permissions are not right.
