Great,
I found the text and will consider the options of editing it or
creating all the missing pages. I suspect creating all the pages is
the better option, but editing the error messages is much quicker!

you mean a link to a non-
existing page? Clicking that would create a permission error as it
tries to open a create/edit window to the page.
If that's the case, just create all non-existing pages and insert a
stub template with the desired information.
Alternatively (but not specific to the case you describe), you can
edit the "fairly terse text", it should be one of the system messages
and you can access it through Special:Allmessages
