On second thought, I don't think this explains one thing:
If you sign up for an account at
tl.wikipedia.org and then choose
"Preferences," you can find Tagalog in the list of languages. I don't
suspect simply editing the messages would cause Tagalog to appear in
this list, correct?
Correct. Setting $wgLanguageCode to 'tl' in LocalSettings.php, however,
will cause it to appear in the list -- the defined content language is
automatically added in so you can select it properly in preferences.
You can install with another language listed, then just update
LocalSettings.php afterwards.
