Please add cmlimit & cmnamespace for more specific result, also note the default value of cmlimit is is 10 because of that you are getting only 10 limited result with this: "http://en.wikipedia.org/w/api.php?action=query&cmtitle=Category:Golf&list=categorymembers"

  cmnamespace    - Only include pages in these namespaces
                   NOTE: Due to $wgMiserMode, using this may result in fewer than "limit" results
                   returned before continuing; in extreme cases, zero results may be returned.
                   Values (separate with '|'): 0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 100, 101, 108, 109
  
  cmlimit        - The maximum number of pages to return.
                   No more than 500 (5000 for bots) allowed.
                   Default: 10

Example:
1. http://en.wikipedia.org/w/api.php?action=query&cmtitle=Category:Golf&list=categorymembers&cmnamespace=0&cmlimit=100

2. http://en.wikipedia.org/w/api.php?action=query&cmtitle=Category:Golf&list=categorymembers&cmlimit=100
