Since the emails in this thread in February/March, the activity has continued to be stable, and most of the pages I spot-checked had quotes. So I vote we approve.

It's probably more common on smaller wikis than common on Wikiquotes. As MF-W suggests, some of the content is quite short. If most of the pages are short, there will be a quality issue(I haven't checked that most pages are overly short yet). If so, how about making a request for improvement to their community? They will have plenty of time to replenish the pages.

In my opinion, their activity looks fine. If the issue pointed out by MF-W is resolved, I don't think there are any issues with the approval.
