The European Commission is currently running an open consultation on access to digital cultural heritage. The results of the consultation will likely underpin their policy on this for the coming years (their current policy was first set in 2011).

We at Wikimedia Sverige will respond to the survey. Our draft response is open for input from all members of the Swedish Wikimedia community and anyone who considers themselves a GLAMWikimedian. You can find the draft, a Google Doc here,
