Well, if the participation of a local Wikipedian isn't available, and
you are in need of the participation of a Wikipedian (no matter where
they live in the States) then that Wikipedian (or the proposal writers)
can submit for a Participation Grant through the Wikimedia Foundation,
which will fund the travel and participation of that Wikipedian for the
event:

Hi Bob,
I don't know of anyone in Minneapolis who has served as WiR at the
Walker. I do have some contacts at the Minneapolis Historical Society
who are going to be doing an event soon, that I'm supporting from
afar. I can introduce you to them - they are staff members though.
Lori has some contacts for local WIkipedians, I believe.
If all else fails, and grant/funding can be secured I'm sure someone
could be flown there for the event.

would be nice to have a person who is actually participating in a
project or has done so in the past.
