Thanks, Ryan, for pointing out the lack of Freedom of Panorama in the US for outdoor public art.

So, although it could be used as fair use on Wikipedia English, it could not be uploaded to Commons. It would need to be uploaded to Wikipedia English with a specific fair use rationale for each use on a specific article.
