According to https://www.mediawiki.org/wiki/Echo/Feature_requirements#Started_Page_-_Linked the text we're supposed to use for the 'page linked' notification is:
Portland Public Library was linked by Peteforsyth. <See all links to this page>.
In this case, I think it is more useful and interesting to know where your article was linked from rather than who performed the linking. Personally, I would suggest:
Portland Public Library was linked from Libraries of Oregon. <See all links to this page>.
