there was a substantial drop in the total number of files served in July
compared to June, from 160 to 149 billions (last line of the first
table): proportionally bigger than the 25-24 fluctuation in HTML pages
served. Given the numbers, most of these must be thumbnails.
What does this mean?

Looking at the archive ( http://stats.wikimedia.org/archive/squid_reports/ ):

             images (B)  html (B)  img:html ratio
2014-01      153         24.4      6.3
2014-02      163.4       24.5      6.7
2014-03      160         24.8      6.5
2014-04      150.2       25.7      5.8
2014-05      158.8       25.9      6.1
2014-06      160.4       25.2      6.4
2014-07      148.6       24        6.2

so the numbers don't seem unusual.
